MPs accuse pub landlords of fruit machine profiteering

A committee of MPs has criticised pub landlord companies led by Enterprise Inns and Punch Taverns for taking half the fruit machine earnings from thousands of their tied outlets. Martin O'Neill, the trade and industry select committee chairman, said the issue of machine income was the "last blatant example of the profiteering" that had been commonplace among pub landlord companies in the past. However, the committee's report found that "the immediately quantifiable cost of the tie is usually balanced by the benefits available to tenants". It ignored calls from the Federation of Small Businesses for landlord companies to share cost savings from bulk beer purchasing deals. Only landlord company income from fruit machines was criticised in the report. "We see no reason why 50% of income should go to the pubcos," Mr O'Neill said. The FSB said: "The committee has underestimated the extent to which many tenants are held over a barrel." It attacked landlord companies for taking the lion's share of pub profits. The committee's investigation was prompted by a stream of complaints from tenants who said tenanted pub profits were being squeezed while beer consumption was declining. Under the tied system, tenants enter into an exclusive beer and fruit machine supply agreement with a landlord company in return for rent discounts. Punch and Enterprise, which together own and supply about a quarter of the UK's 60,000 pubs, both rejected the committee's recommendation that the tie over machine income be abolished. Accounts show that Enterprise made an operating income from fruit machines of £19.1m for the year to March. Punch's figures show machine income is its fastest growing revenue stream, worth £24m last year. Despite referring to their "partnership" with tenants, both Punch and Enterprise refuse to countenance discussions about profit sharing. "I am not sure whether profit made by pub [landlord] companies is relevant in this debate," said Enterprise chief executive Ted Tuppen. "When you buy carrots from Tesco you only really care about the price you pay - you don't really care how much profit Tesco makes."
